We had the water supply cut off to the house. After the water was turned back on the toilet tank won't refill. We were told to fill it manually a couple of times and it would begin working agian. Water is not running or leaking. Why won't the tank fill?
Most likely when the water was interrupted small pieces of crud were stirred up and found their way into the valve. First, turn off the water to the toilet. Remove the top of the valve by rotating it 1/8th turn CCW. Place a cup over the pipe and turn on the water slowly flushing the pipe and the valve at the same time. Turn the water back off and replace the valve top. Turn the water on and flush the toilet to see if that helped.
